March Board Meeting Minutes

     The meeting was called to order at 7:00 p.m. by Supervisor Wooden. All board members were present, K.M. Hart, Clerk, Treasurer Vallance, Trustees K.A. Hart and K. Hempenstall. Ten other people were in attendance. 

    The Pledge of Allegiance was said.

    The agenda was presented with a motion by K.A. Hart to accept as presented. Seconded by Vallance. Carried. 

    Clerk's minutes for review with spelling errors of quitter and legislative to change. Motion by K.A. Hart to approve minutes with changes. Seconded by Vallance. Carried.

    Treasurer Report:

    IMMA $14,619.44. GF $114.22. CD $205,773.60. Total worth of $220,507.26. Motion by Hempenstall to accept the report. Seconded by K.A. Hart. Carried.

    Correspondence:

CCRC minutes and road report - read and copy sent to Board Members.

Library minutes - read and filed.

DNR - Open house for Red Pine Project.

DEQ - Dock permit for Frank Musick.

Black Lake Association Newsletter.

Cemetery Meeting on March 13, 2008 @ 6:00 P.M.

    Hempenstall commented on CCRC minutes and allocated funds taken from township money, with discussion of Taylor Rd. and displeased with outcome.

    Melvin O'Connor reviewed the print for the Fire Hall and recommended the insulation be bid with regular and 1 1/2" spray foam insulation @ $1.65 a foot or 2" @ $1.75 a foot. Ceiling at $1.18 a sq. ft. blown in. This insulation could save money on heating. Also recommended with in-floor heating and, if it's feasible, at what cost? It's rather expensive but will recover after a few seasons. Needing bids both ways so everything meets same specs. Roger will talk to zoning if any changes in the blue prints are acceptable.

    The State Boiler Inspector was at the hall today.

    Board of Review, review with 25 requests. Agriculture has changed with inflation rate of 2.3%; can't go up any more than 5% a year, homeowners bill of rights.

     Hempenstall commented that Grand Traverse County has voted on a 5 man CCRC board also, at $50,000 out of budget for this change.

    Discussion of PAC Sanitation's bid for dumpsters at $625.00 a load and $320.00 a load for metal. Much discussion of taking bids before accepting. Some members felt the pricing was good with PAC giving service beyond the job. Motion by K.M. Hart to sign and accept the bid from PAC for dumpsters. Seconded by K.A. Hart. Roll Call: 3 yeas, 2 nays, 0 absent. Carried.

    Recommended by Hempenstall to put out on bids next year's clean up and monthly pick up

when due.

    March 22, 2008, budget workshop @ 1:00 p.m. at Vallance's home. The Annual Meeting will be on Saturday, March 25, 2008 @ 11:00 A.M. The April meeting will follow.

    Discussion of recycling on ballot in August election. Questioned the pricing if the township would "opt in" after original signing of the contract at $24.00 or $36.00 that some residents pay now? Hempenstall to find information before Annual Meeting.

    Received $30.00 for hall rental.

    Discussion from Larry Oestreich, Board of Review, and the need for the townships own software of property cards.  Feels the need for the township to have a laptop computer and programming by a township official without having to go to the assessor for property cards.

Motion by Hempenstall to get the property  cards and software, and a copy of the disc, so it can be available to Supervisor. Discussed that BSA would support. Seconded by Vallance. Carried.

    Motion by K.M. Hart to amend the budget of assessor 101-209-814 data by $25.00. #101-215-814 Clerk's Data Processing by $300.00 and $101-340-965 Fire Dept. millage by $1300.00 from contingency fund. Seconded by Vallance. Carried.

    Motion by Hempenstall to pay bills #5712 to #5737 in the amount of $58,252.07. Seconded by K.A. Hart. Carried.

    Motion by K.M. Hart to adjourn at 8:15 P.M. Seconded by K.A. Hart. Carried.
