July Board Meeting Minutes

July 8, 2008 

    The meeting was called to order at 7:00 P.M. by Supervisor Wooden. All board members were present, Clerk K.M. Hart, Treasurer Vallance, Trustee K..A. Hart and Trustee Hempenstall. Seventeen other people were in attendance.

    The Pledge of Allegiance was said.

    Agenda was presented with a motion by K.A. Hart to approve agenda. Seconded by Hempenstall. Carried.

    Clerk's minutes were presented with a correction of wording. Motion by Hempenstall to correct wording and approve minutes. Seconded by K.A. Hart. Carried.

    Treasurer's Report

    IMMA $29,063.88; GF $56.70; CD $206,531.45. Total Worth $235,652.03. Motion by K.A. Hart to accept report. Seconded by Hempenstall. Carried.

    Correspondence

    1. CCRC Minutes - Board questioned minutes and would like copies from Clerk. Read and filed.

    2. FEMA revising new maps for Cheboygan County.

    3. Swimming pool meeting July 16 @ 7 P.M. 

    4. DEQ, Black River Marina operating permit. Filed.

    5. DEQ, permits for campgrounds -  Black Lake State Forest Campground, Black Lake Trail Campground and Twin Lakes State Forest Campground. 

    6. Habitat for Humanity luncheon July 16.

    7. James Gilbert, Candidate for District Judge - thank you letter.

    8. Kevin Elsenheimer, State Rep., concerning Municipal Revenue Sharing. 

Discussion of Gaming Permit requested by Rippling Rapids Golf Course for Bill Rash Memorial. Permits are needed for a one day gambling July 19, 2008. Resolution preesented by Hempenstall that the request from Bill Rash Memorial of Cheboygan, asking that they be recognized as a non-profit organization operating in the community for the purpose of obtaining charitable gaming license be considered for approval. Supported by K.A. Hart. Roll Call vote 5 yeas, 0 nays, 0 absent. Carried.

    Discussion of drainage ditch problem behind Huff's house on the Long's Farm, with this affecting Larry Hart's property with water back up. Drain Commissioner Pietangelo had aerial photos of drainage ditch, as a natural ditch proposed ditch in 1905 and felt this was deeded to Grant Township. Also felt this was a violation of state laws to block the flow of water. Drain Commissioner sent letter to Huff with no response. A title search may be needed. Steve Schnell of the county may help with this problem first.

    Split presented to Wooden and Assessor Diane Hahn by Michael and Carol Sherwood, property #153-001-100-020-00 Twin Lakes Rd. Approval was given for the split and filed with the clerk. 

    Black Lake Assoc. presented an agreement with a Contract for Experimental Weed Control Program between Black Lake Association and Grant Township. Motion by K.M. Hart to sign contract and send $2,232.00 to the association as a grant. Seconded by Vallance. Carried. Contract filed with clerk. 

    Letter of support to be sent to the Governor, Senate and Speaker of the House against the Revenue Sharing on a per capital basis. It should be revenue sharing on a pro rata program, with the Township receiving $39,691 more money. Motion by Vallance to send the letter of support to all offices. Seconded by Hempenstall. Carried.

   Marina Patrol discussed with Hempenstall with no call backs by the Sherpff Dept.

    Seminar on roads attended by Vallance and Hempenstall and what information obtained. Not happy with information and the formula that has not been challenged and changed for 30 years for funding roads. 

    County Commission Meeting Report by Commissioner Leonard Page.

    1. Veteran's Affairs, a new director appointed by group not county. General Revenue spending by County to help group. Other counties don't have any assistance for veterans.

    2. Programs in Cheboygan, Council on Aging and Council of Veterans Affairs.

    3. Prosecutor wrote Attorney General about the $24.00 recycling charge in relation to foreclosures. Opinion that it's not included in foreclosure property for not paying that fee. Civil Council Attorney disagreeing with prosecutor and wants another opinion.

    4. A pledge of $20,000 given to develop Alpena to Cheboygan Trail.

    5. Ambulance millage request discussed. County to act on Aug. 12 meeting at 9:30 A.M. Ambulance Board was set up. Discussion of ambulance service from Hospice House to Hospital with the runs being done by Alpena Ambulance cheaper. Page will look into these services.

Received $30.00 hall rental.

    Discussion of fire hall and the work being done. 

    Motion by K.A. Hart to pay bills #5802 to #5823 in the amount of $33,727.74. Seconded by Hempenstall. Carried.

    Motion by K.A. Hart to adjourn at 9:00 P.M. Seconded by Vallance. Carried.
