The Cheboygan County Housing Rehabilitation Program is designed to improve the quality of life for residents of Cheboygan County by rehabilitating existing homes. Funds used for homeowner rehab are from the Michigan State Housing Development Authority, USDA Rural Development, Cheboygan County and other sources.
Basic Program
Is your home in need of repairs? Does finding the money to make these repairs seem impossible? The Cheboygan County Housing Commission may be able to help you. If you meet certain applicant and income criteria you may be eligible for a low interest loan to assist you with your needed repairs. This is not a "home remodeling" program; cosmetic improvements will be limited.
If you are found eligible:
• The Housing Inspector will call to arrange an appointment for the inspection of your home. You must be present during the inspection.
• The house must be brought up to meet local code standards. Structural conditions must be such that the house can be rehabilitated. The cost of rehab must not exceed the value of the home.
• A mortgage will be required to secure all loans.
• All joint owners will be required to sign the mortgage; land contract deed-holders will be required to sign as well as the buyer.
• Upon termination of ownership, whether by death or by sale of the property, the balance of the loan must be paid in full. The debt is NOT transferable to heirs or survivors.
• Bids for the work to be done will be offered to the lowest responsible bidder. The homeowner may choose a higher bid, but must pay the difference between the high and low bid. The contract must be signed by the homeowner and contractor.
• Homeowner will be required to maintain insurance on the property for the duration of the loan, and the property taxes must be kept current.
• Homes built prior to 1978 must be tested for lead-based paint hazard.
Allowable Repairs Consist of . . .
• Installation and/or repair of sanitary water and waste systems, together with related plumbing and fixtures, which will meet local health department requirements.
• Energy conservation measures such as insulation, combination screen/storm windows and doors.
• Electrical wiring.
• Repair of, or provision for, structural supports and foundations.
• Repair or replacement of the roof.
• Replacement of severely deteriorated siding, porches or stoops.
• Alterations of the unit's interior or exterior to provide greater accessibility for any handicapped occupant within the household.
Applicant Requirements
You must . . .
• be a Cheboygan County resident
• either own or are buying your home
• have current and sufficient homeowner(s) property insurance
• have property taxes paid current
• financially qualify (call 231-627-8899 for income guidelines)
• home must be your primary residence
• home must be at least 5 years old.
