Trustees K.A. Hart and K. Hempenstall. Five other people were in attendance.
The Pledge of Allegiance was said.
The agenda was presented with a motion by K.A. Hart to accept it. Seconded by Hempenstall. Carried.
Minutes of the Sept. 8, 2009 meeting were presented with a motion by Hempenstall for approval. Seconded by K.A. Hart. Carried.
Treasurer's Report: IMMA $36,007.87; GF $9.75; Investments $154,568.28; Total Worth $190,585.90. Motion by Hempenstall to accept report. Seconded by
K.A. Hart. Carried.
Correspondence: CCRC Minutes, Library minutes, and DEQ violation by Randall Powers. All letters filed with Clerk.
Commissioner Leonard Page was present with County Commissioner report.
1. Weatherization on a 2 year program with preference of 60 years and older and disabled. Other residents should apply.
2. Child Services program added to County Budget because of State cuts at $164,000.
3. Building permits down with funding of office shortfall. Discussion of closing, lay-off or sub-contract inspection work.
4. New State Budget with 15% cuts in MSU office and Senior Centers. Aging services cut 75%. Our county is a Senior Community and some services still
needed.
5. County Fair in Cheboygan broke even in expenses.
6. Drain Commissioner asking for new fee structure for drains. Drains are already to be fixed if special assessments needed.
7. No decision on combining City Police Dept. and County Sheriff.
8. Great Lakes Tissue in foreclosure with an agreement with County to catch up in taxes of $180,000 with monthly payments. Also the Goldfront in
foreclosure with $66,000 back taxes.
Discussion of toilets and tank with a special lid may be salvaged from tank.
Discussion of stumps to be ground on the township property. Also the need for top soil on area between Fire Hall and Township Hall. Motion by
Hempenstall to add top soil and seeded around fire Hall not to exceed $1,000.00. Seconded by K.M. Hart. Carried.
Conference report by Trustee Hempenstall: 32 senators and legislators from Lansing every 2 years.
1. Constitutional Convention cost of $45 million. Not revisited since 1963, by law this has to be revisited.
2. Wind Energy.
3. Recalling elected officials.
4. Road funding, tax increase needed to fund roads.
5. Property taxes and foreclosures.
6. Collecting taxes once a year instead of twice a year.
7. State Budget.
8. Townships should not keep large sums of money need to spend on projects, otherwise the State may take funds.
Discussion of Constitutional and Statutory Revenue Sharing with Statutory had a negative balance on receipt from the State. Treasurer needs to find out
more on the negative balance.
Hall rental of $60.00 was received.
Motion by K.A. Hart to pay bills #6142 to #6164 in the amount of $10,037.42. Seconded by Vallance. Carried.
Motion by K.M. Hart to adjourn at 8:15 P.M. Seconded by Vallance. Carried.
