The meeting was called to order at 7:00 P.M. by Supervisor Roger Wooden. All board members were in attendance. Clerk K.M. Hart; Treasurer R. Vallance;
Commissioner Dennis Lennox.

The Pledge of Allegiance was said.

The agenda was presented with an addition of speaker Dennis Lennox. Motion by Vallance to accept the agenda with addition. Seconded by Hempenstall.
Carried.

The minutes of the October 13, 2009 meeting were reviewed with a motion by Hempenstall to accept them. Seconded by Vallance. Carried.

Treasurer's Report: IMMA $21,418.76. GF $27.36. Investments $155,770.09. Total Worth $177,216.21. Motion by Hempenstall to accept the Treasurer's
Report. Seconded by K.A. Hart. Carried.

Speakers:
Dennis Lennox, Drain Commissioner presented his Annual Report of his job; put on file with Clerk. He was here to introduce himself and his job as drain
commissioner. His comment of 15 drains in Cheboygan County dating before 1937 with no documented on fixing drains before WWII. Drain projects will be
funded by special assessments.

Humane Society Grant Contract

Discussion of road millage to be put on ballot, also in 2010 the Townships Fire Millage will be due for renewal.

Discussion of cemetery mapping being done by the Aloha Clerk and Allen Barr. Barr has his work done, with some recording of plats are incorrect.

Discussion of outhouse that is now set but a door is needed.

Leonard Page, County Commissioner report on meeting.
1. Pier 33 rezoned to commercial, with rezoning for all uses with some concerns with trusting this developer's record for building an assisted living complex.
2. Approved a change to kennel ordinance with just commercial of 4 to 6 dogs get a private license without going to planning site review and a fee of $30.00,
not $100 to $200 original.
3. MSUE cuts in program with 44% cut from state, family programs, 4H and farmers aid.
4. Juvenile facility for 12-16 year olds cuts in courts. County needed to come up with money for funding.
5. Maintain status benefits for employees of $350,000 with an increase in insurance coverage.
6. Ordinance with civil infractions with violations of zoning tabled.
7. Recycling report for third quarter. Volume doubled. Now the rate of $20 instead of $24, but without an agreement it's $36. O'Heneley will be a full time
employee. Need to revisit funding of recycling.
8. Broadband still pending on grants in hopes of stimulus money.
9. CCRC still to fill Donovan's position on the Road Commission. If interested, contact CCRC or County Commissioner.

Land split of Roy and Mary Jo Ganton # 152-032-300-001-02 on Godin Circle,  reviewed by Assessor  Diane Gandolfi and Supervisor Roger Wooden.
Township Board gave approval and filed with Clerk.

Assessor discussed taxable value dropped 3%. She is now visiting sites with building permits for tax roll. No Board of Review for December, as yet.

Roger discussed the township to consider going with other townships for grant writing. The County and Townships should work together. Hempenstall and
Vallance going to convention and classes on grant writing. After discussion of NEMSCA, which handled our recreational grant, no action taken on this matter.

The contract from the Humane Society was presented for approval and signing. Motion by Vallance to give the $1,000.00 as stated in the Budget for the
Humane Society. Seconded by Hempenstall. Carried.

The Township Clerk read a letter of resignation of her position as of 12/31/2009. The Clerk has been is this position for 37 years. Motion by Vallance to
accept her resignation. Seconded by K.A. Hart. Carried.

Discussion of fund balance of $155,000 as of now, with last year at $300,000. K.A. Hart said the township needs to address this matter and cut expenses.

Motion by Hempenstall to pay bills #6184 to #6202 in the amount of $8,074.24. Seconded by K.A. Hart. Carried.

Motion by K.A. Hart to adjourn at 8:30 P.M. Seconded by Vallance. Carried.
