May, 2011 Board Meeting Minutes
May 10, 2011
The Grant Township meeting was called to order by Supervisor Wooden at 7:04 P.M. The Pledge of Allegiance was recited by all.

Present were: Supervisor Wooden, Treasurer Vallance, Clerk Hempenstall, Trustee Hart and Trustee Churchill. A quorum was present. 6 residents were
in attendance.

Additions to Agenda:
  • April Meetings
  • Chloride
  • 5-Mile Point

A motion was made by Clerk Hempenstall to approve the agenda with the additions mentioned. Supported by Supervisor Wooden and approved by all.
Motion carried.

Approval of Minutes
A motion was made by Treasurer Vallance to approve the minutes of the April, 2011 meeting held March 26, 2011. Supported by Trustee Churchill and
approved by all. Motion carried.

Treasurer's Report
Treasurer Vallance reported on the following:
  • Municipal Money Market cash on hand as of March 31, 2011 - $85,370.05. April deposits total $15.40. Transfers to General Checking $13,950.00.
    The balance on hand as of April 30, 2011 $71,435.45.
  • General Fund Checking cash on hand as of March 31, 2011 - $11.71. April deposits total $13,950.43. Total disbursements $13,959.72. The
    balance on hand as of April 30, 2011 - $2.42.
  • Investments on deposit total $161,553.24. Total worth as of April 30, 2011 - $232,991.11.

A motion was made by Trustee Hart to approve the Treasurer's report as presented. Supported by Trustee Churchill and approved by all. Motion carried.

Speakers:
Alverno Fire Department Chief Charboneau spoke on the recent reduction in the ISO rating for the Alverno Fire Department and the possible reduction of
insurance premiums for residents. Grant Township Board in agreement that an ad be placed in the local newspaper to advise residents to contact their
insurance carriers for possible premium reductions resulting from this change.

Public Comment:
Spring cleanup weekend - May 13, 2011 and May 14, 2011 from 9 A.M. - 4 P.M.

Old Business:
  • Electrical quotes - Agreed that electrical quotes will be included with the township hall renovations in the fall.
  • Township floor quote - Agreed that the floor finishing will be completed following the township hall renovations in the fall. Del's Painting Service
    quote will be kept on file.
  • Roads - CCRC suggestions for road improvements. Agreed to request windshield bids for 2 projects.

New Business:
  • Garbage Bids - Bids were received from the following for the June 1, 2011 - Nov. 30, 2012 monthly garbage pickup.
             J & N - $1500.00 per month, $2.00 tag pickup, Fuel charge per gas price
             PAC -$1230.00 per month, $2.20 tag pickup X 300 approximate residents

A motion was made by Trustee Hart to accept the bid from PAC Sanitation for $1230.00 per month. Supported by Treasurer Vallance and approved by all.
Motion carried. Clerk Hempenstallt o confirm with PAC. The resident amount and contract to extend until November 30, 2011.

  • Campground - Clerk Hempenstall reported on Cheboygan County Administrator's local television coverage and front page newspaper news
    regarding the closure of the incorrect campground in Grant Township. Clerk Hempenstall confirmed that the Black Lake Trail Camp will be the
    subject of closure, not the Black Lake State Forest Campground on Black Lake. Clerk Hempenstall reported on the letter received from the DNR in
    regards to Grant Township's interest in the possible lease of the Black Lake Trail Camp.

A motion by Trustee Hart for Clerk Hempenstall to draft a letter to the DNR indicating Grant Township's interest in leasing the Black Lake Trail Camp.
Supported by Treasurer Vallance and approved by all.  Motion carried.

  • Budget Amendments:
             101-101-801                    Professional & Contracted Services                    $3,000.00
             101-528-801-2                Contracted Services - recycling                                  600.00

            A motion was made by Trustee Hart, supported by Trustee Churchill, to approve the preceding amendments. Approved by all. Motion carried.

  • Township Hall Tables/Chairs
             Trustee Churchill reported on the need to increase the number of tables and chairs at the township hall.

  • A motion was made by Trustee Hart, supported by Treasurer Vallance, for the purchase of 50 additional chairs and 9 additional tables for the      
    township hall. Approved by all. Motion carried.

  • Storage Room/Repairs
  • Discussion regarding renovation of storage room and roof repairs. It was agreed to place the storage room renovation and roof repairs out to bid.
    Clerk Hempenstall to forward copy of bid to board members to ensure all are in agreement for repairs needed.

  • Concrete Bids
             Clerk Hempenstall opened the concrete bids from the following:
                     Jerry Brandt - $2800.00
                     Aubert Construction - $1996.93
                     Mike's County Wide Construction - $1614.00

             A motion was made by Trustee Hart to approve the concrete bid from Mike's County Wide Construction for $1614.00. Supported by
             Trustee Churchill and approved by all. Motion carried.

  • April Meetings
             Discussion regarding having an April meeting.

  • A motion was made by Trustee Hart, Supported by Trustee Vallance, to have meetings in the month of April. Approved by all. Motion carried.

  • 5-Mile Point
             Supervisor Wooden discussed easement concerns regarding property owners on 5-Mile Point.

  • Chloride
             Supervisor Wooden received confirmation from Industrial Disposal that this year's brining cost would only increase 1/2 cent. Supervisor
             Wooden    to contact the CCRC and have Grant Township roads graded prior to brining.

Policy and Procedures
Financial Administration - Policy approved.

Pay Bills
A motion was made by Trustee Hart to approve the monthly bills. Supported by Trustee Churchill and approved by all. Motion Carried.

Adjourn
A motion to adjourn the Grant Township monthly meeting at 9:15 P.M. was made by Trustee Hart. Supported by Trustee Vallance and approved by all.
Motion carried.
