August 11, 2009
K.A. Hart and K. Hempenstall. Twelve other people were in attendance.
The Pledge of Allegiance was said.

The agenda was presented with additions:

Twin Lakes Campground lease agreement
Motion by Vallance to approve the agenda with additions. Seconded by K.A. Hart. Carried.

Minutes presented with a motion by Vallance to approve them. Seconded by K.A. Hart. Carried.

Treasurer's Report: IMMA $49,716.35, GF $15.44, Investments $154,568.28, Total Worth $204,300.07. Motion by K.A. Hart to accept the report.
Seconded by Hempenstall. Carried.

Speakers: Leonard Page, County Commission, Business of County meeting
1. Weatherization programs with 60 applicants so far. Federal government NEMSCA office in Cheboygan with Bob Cain in Alpena.
2. 211 phone number for information and citizens complaints with resolutions of support a year away.
3. Purchased 4 new Escape cars for county usage.
4. Purchased a postage meter at $400 mo. for county.
5. Broadband meeting for application due August 14 to be filed. Cheboygan should be first to apply.

Broadband resolution was presented with a motion by Vallance to sign in support of the Northern Michigan Broadband Cooperative. (resolution
attached) Seconded by K.A. Hart. Carried.

Strawflower Lane, private road contract discussed with signing with the CCRC and residents. Sandy Bailey represented Strawflower Lane and
agreed payment of $966.60 for the year. Discussion was held with residents and CCRC on agreement. Motion by K.M. Hart to sign the contract with
the CCRC. Seconded by K.A. Hart. Carried.

Dennis Lennox, Drain Commissioner, letter was read about abandonment of drains in Grant township, with drains not the Counties but Townships.
No action on letter filed with Clerk.

Census 2010 letter on homelessness with  no housing in Grant Township.

Dumpsters Contract with PAC, is still scheduled for Sept. 18 and 19. Questioned the $200 paid to Wooden, Inc. for use of dump site. Wooden said
he uses equipment for cleanup and lifting garbage. Service for garbage pick up can be made with any company.

Discussion of Twin Lakes Campground with Hempenstall contacting Lansing and the DNR on the dollar amount to maintain the campgrounds. All
campgrounds expenses at $11,579.00. Twin Lakes revenue at $1,790 with Black lake at $19,214,00. A lease agreement was presented and letter of
intent if wanting to lease campground. Don't foresee it to open again with Black Lake closing next year. Expenses for campground, insurance, weekly
cost of outhouse and garbage, not heavily used because of advertising, and upgrading to bring in more people with a boat launch. At this time no
action on Twin Lakes Campground. The County and Township should make an effort to keep Black Lake Campground open before any closings are
announced. Should contact governor, etc.

Discussion of usages of launches at Cheboygan water accesses with a $6.00 charge for launching boats. $24,00 park sticker for yearly parking cars
after launching boats.

Discussion of Benton's outhouse with no cost for outhouse but still needing price for a tank for 2 stools with approx. $1,500.00

Discussion of cemetery maintain and mapping with 17 hours so far this year, with some lots being 4 x 8 and should be 5 x 10. Many areas needing
clean up of grave site mapping and may hire an outside firm to map the cemetery. No final decision until full board meets.

Donovan, CCRC Commissioner questioned Hempenstall about Road Commission Budget and being available if asked for to review which was
brought up at the MTA meeting. Donovan stated Grant Township doesn't attend CCRC meetings. A salt barn will be paid for by grants for the CCRC.

Sandy Baily said Gainor Bridge has been repaired. Gainer Bridge is due for inspection in 2010 as stated in CCRC minutes. Sandy questioned the
letter to the Tribune from Hempenstall, about Drain Commissioner and if this the township board's opinion or her opinion, signed as grant Township
Trustee, stated her opinion.

Questioned when the roadsides will be mowed this summer.

Received $30 hall rental.

Motion by K.A. Hart to pay bills #6126 to #6141 in the amount of $15,606.01. Seconded by Hempenstall. Carried.

Motion by K.M. Hart to adjourn at 8:45 P.M. Seconded by K.A. Hart. Carried.
