April, 2010 Township Board Meeting Minutes March 27, 2010

The Grant Township Meeting was called to order by Supervisor Wooden at 2:00 P.M. following a luncheon after the Annual Meeting.
Present were Supervisor Wooden, Treasurer Vallance, Clerk Hempenstall, Trustee Hart and Trustee Churchill. A quorum was present. 8 residents were
in attendance.
A motion was made by Treasurer Vallance to approve the agenda with the addition of the Pool Committee report and approval of the Budget Meeting on
March 20, 2010. Supported by Clerk Hempenstall and approved by all. Motion carried.
A motion was made by Trustee Hart to approve the minutes of March 20, 2010 with the correction of a typing error. Supported by Treasurer Vallance and
approved by all. Motion carried.
The Treasurer's report was reviewed by Treasurer Vallance. IMMA $70,849.14. General Fund Checking $34.80. Investments $157,876.27. Total Worth
$228,645.87. A motion to accept the Treasurer's report was made by Clerk Hempenstall and supported by Trustee Churchill. Approved by all. Motion
carried.
Clerk Hempenstall spoke on the audit to be completed by Elliott & Sangster. The MTA Spring Conference is scheduled for May. Anyone wishing to attend
is asked to submit their request to Clerk Hempenstall prior to April 10, 2010 in order to have a check prepared. Clerk Hempenstall updated progress on
the Potem Software Program.
The Grant Township 2010/2011 Budget was open for discussion. A motion was made by Treasurer Vallance to approve the 2010/2011 Grant Township
Budget with the salary increases. Supported by Trustee Hart and approved by all. Roll Call taken: 5 yeas, 0 nays, 0 abstain. Motion carried.
Supervisor Wooden spoke on recent Board of Review events. On behalf of the Board of Review, Diane Berden spoke on requests to the Board. The
Board of Review wishes to have an updated book for all Board of Review members. It was agreed by the Board that one updated Board of Review book
would be purchased on behalf of the Township and reviewed with the current Board of Review book and later determined whether additional books
would be purchased.
Board of Review requests also included guidelines regarding the Poverty Exemption Guidelines adopted for this year. Board of Review is requesting an
updated Asset Level Test for Poverty Exemption eligibility. It was agreed that Clerk Hempenstall would check with other townships and compare their
poverty guidelines and report at next meeting.
A public request was made that possibly next year, the Grant Township Budget Meeting should be held at the Grant Township Hall.
Supervisor Wooden spoke on the brining of the roads for the upcoming year. Supervisor Wooden to contact brining companies and report at next
meeting.
Clerk Hempenstall reported on the Risk Control Recommendations. Trustee Hart requested additional time to review the material, at which time the
recommendations will be reviewed at the next meeting.
Treasurer Vallance spoke on the Pool Committee and the unlikelihood that Cheboygan County can support a swimming pool. Treasurer Vallance stated
that she sees no reason to continue attending the pool meetings at this time.
A motion by Trustee Hart to adjourn the meeting at 3:30 P.M. Supported by Treasurer Vallance and approved by all. Motion carried.
