The Pledge of Allegiance was said. The Agenda was presented with a motion by K.A. Hart to accept the agenda with a second by Vallance. Carried. Minutes of the Annual Meeting of March, 2008 were presented for review. Motion by Hempenstall to accept minutes. Seconded by Vallance. Carried. The Actual Financial Statement was presented. IMMA $62,732.25. GF $63.57. Investments $154,047.21. Total Worth $216,843.03. Motion by K.M. Hart to accept the 3/31/09 ending balance. Seconded by Hempenstall. Carried. The Financial Statement for 2008-2009 was presented for review along with the Budget for 2009-2010. Actual and Budget reviewed by Activities: Actual Receipts 2008-2009 $219,184.88. Budget 2009-2010 $203,650.00. The Liquor Fund Salaries were off because Constable Archambo has not turned in Nov., Dec. and Jan. paperwork for March end of year, which causes the budget expenses to be low. Board recommended a letter be sent to Archambo with all Board Members signing the letter, that paperwork be turned in within 15 days after the 3 month runs are done. The Clerk will send the letter. Treasurer Vallance presented graphs to show income, expenses, receipts and investments report. A graph on interest comparison of years 2002-2003 through 2008-2009. Discussion of Fire Hall and the Alverno Fire Dept. and the burying of a water tank at our new hall for water reservoir. TRUTH IN TAXATION HEARING FOR THE YEAR 2009-2010. Motion by Hempenstall that Grant Township shall cause to be levied and collected the General Property Tax on all real and personal property within the Township, upon the current tax roll the maximum amount of millage rate as set forth by the Tax Allocation Board for 2009-2010 tax year. The operating tax millage rate to be levied is not known at this time. Last year's rates were .9718 and Fire Millage at .9718. Seconded by K.M. Hart. Carried. RESOLUTIONS PRESENTED: RESOLVED, That the monthly business meetings of the Grant Township Board be held on the second Tuesday of each month at 7:00 P.M. The Annual Meeting on the last Saturday in March at 11:00 A.M. RESOLVED, That the Township use Citizens National Bank, National City Bank, Fifth Third Bank, First Community Bank, First Federal of Northern Michigan, and SAFCU for all money transactions. RESOLVED, That the Township of Grant maintain the administration fee of 1% by the township for the current tax year til March 2010. RESOLVED, That the salaries of the Board be maintained: Supervisor $9,091.00 w/o Supervisor as Assessor $17,000.00 Clerk 8,022.00 Treasurer 8,022.00 Trustees 127.00 per board meeting All Board Members be paid per diem including Library Board at $80.00 for meetings outside of the Township. Board of Review at $156.00 per day and $78.00 per half day. RESOLVED, That mileage for all meetings outside of the Township be paid the current rate of the IRS mileage that's in effect for the year. Motion by Hempenstall to accept all resolutions, with a second by K.A. Hart. Roll Call: 5 yeas, nays and 0 absent. Carried. Motion by Vallance to pay employees $11.85 an hour. Seconded by Hempenstall. Carried. The Cemetary Budget available and filed with Clerk. The Alverno Fire Dept. Budget will be available in May. Discussion of lawyers contract for 2009 from MacArthur's office. The Board would like to investigate other attorneys for next year and pricing. Motion by Hempenstall to sign the contract for the year. Seconded by K.M. Hart. Carried. Discussion of PAC Sanitation contract for dumpsters in May and Sept. Bids from J & N Disposal with a $550.00 bid the same as PAC. Motion by K.M. hart to sign contract with PAC. Seconded by K.A. Hart. Carried. The yearly contract is also due with no bids from PAC as yet. A bid was received for monthly pick-up- from Ron Buchanan. This tabled til May with PAC sending new yearly bid.
