2008 Annual Meeting Minutes

March 29, 2008 

    The meeting was called to order at 11:00 A.M. by Supervisor, Wooden. All Board Members were present; Clerk K.M. Hart, Treasurer Vallance and Trustees K.A. Hart and K. Hempenstall. Twenty three other people were in attendance.

     The Pledge of Allegiance was said.

     Agenda for the Annual Meeting was presented by Wooden.

    Minutes of the Annual Meeting of 2007 were reviewed. Motion by Vallance to accept Minutes. Seconded by Hempenstall. Carried.

    SPEAKERS:   

    Library Board - Ruth Gainor - was ill and will present a report at the May meeting. 

    Bruce LeCrueux, PAC, Inc. discussed his disposal removal bid and dumpsters for May 16 and May 17. The yearly bid will be discussed at the next meeting.

    James Gilbert, Attorney, discussed running for District Court Judge at the August election.

    The FINANCIAL STATEMENT & BUDGET for 2008-2009 was presented and reviewed by Activities. IMMA $63,222.66. Checking Acct. $71.69. CD $206,523.94. Total worth on 3/31/08 is $269,818.29. ACTUAL REVENUES $209,817.02. BUDGET 2008-2009 $214,460.00. ACTUAL EXPENSES $198,232.13. BUDGET 2008-2009 $401,905.00.

RESOLUTIONS PRESENTED:

    RESOLVED, That the monthly business meetings of the Grant Township Board be held on the second Tuesday of each month at 7:00 P.M. The Annual Meeting will be the last Saturday in March at 11:00 A.M. 

    RESOLVED, That the Township use Citizens National Bank, National City Bank, Fifth Third Bank, First Community Bank and First Federal of Northern Michigan for all money transactions.

    RESOLVED, That the township of Grant maintain the administration fee of 1% by the Township for the current tax year until March, 2009.

    RESOLVED, that mileage for all meetings outside of the Township be paid the current rate of the IRS mileage that's in effect for the year.

MOTION: by K.M. Hart to accept the resolutions as presented. Seconded by K.A. Hart. ROLL CALL 5 yeas, 0 nays, 0 absent.  Vote of electors 10 yeas and 5 nays. CARRIED.

Discussion of salaries and increase to 3%. A wage comparison sheet of other 19 townships shown.

    RESOLVED, That the salaries of the Board increase by 3%.

    Supervisor $9,091.00 (without supervisor as assessor $17,000.00)

    Clerk $8,022.00

    Treasurer $8,022.00 (SET @ $2.00 a parcel)

    Trustee $127.00 per board meeting. 

All board members will be paid per diem including Library Board at $80.00 for meetings outside of the township.

Board of Review at $156.00 per day, 1/2 day at $78.00

MOTION: by K.M. Hart to pass salary resolution. Seconded by Hempenstall. Roll Call: 5 yeas, 0 nays, 0 absent. Vote of electors: 11 yeas, 5 nays. Carried. 

TRUTH IN TAXATION HEARING FOR THE YEAR 2008-2009.

MOTION: by K.M. Hart that Grant Twp. shall cause to be levied and collected the General Property Tax on all real and personal property within the township, upon the current tax roll the maximum amount of millage rate as set forth by the Tax allocation Board for 2008-2009 tax year. The operating tax millage rate to be levied is not known at this time. Last year's rates were .9718 and fire millage at .9718. Seconded by Hempenstall. Carried.

    Discussion of road brining. Recommended two brinings and third if weather permits. Krouse Road residents said two passes were not made on their road. Will check into this matter. Jeanette Mateer questioned the quality of brine. 

    Duscussion of roads and the Taylor Road Project with the extra 5 yards. Dispute of the $500.00. Hempenstall reported that the CCRC decision of not splitting this cost and that the CCRC will now have a 5 man board and be better represented. Wooden recommended not to buy gravel this year. He felt the CCRC would use maintenance gravel for roads. 

    The website was discussed and if it should continue for the Township at $100.00 per month. Residents recommended to keep the website. 

    Recycling Election in August with question of us "opting in" in 2009 on Dec. taxes @ $24.00 a year. Residents in our township now pay $39.00 yearly. If voted in, all dwellings will be taxed, not just homestead buildings.

     FIRE DEPT. BUDGET 2008-2009 was presented and filed with the Clerk. 

    CEMETERY BUDGET 2008-2009 was presented and filed with Clerk. 

    Discussion of a new fire truck coming with training on the new foam method for putting out fires.

    Residents said PAC SANITATION does a good job for the Township and always very helpful.

    PUBLIC COMMENT: No response.

    Motion by K.A. Hart to adjourn at 12:30 P.M. for luncheon. Seconded by Hempenstall. Carried.
