Motion by Vallance to accept the Minutes. Seconded by Hempenstall. Carried. Treasurer's Report IMMA $12,301.99. GF $16.41. CD $151.662.14. Total Worth $163,980.54. Motion by Hempenstall to accept the report. Seconded by K.A. Hart. Carried. Discussion of speaker with problems of removal of survey stakes from property line and may come before the Board if not resolved by the police. Discussion of Trustee being Fence Enforcement Officer. Correspondence: Sharon Churchill concerning Website increase prices of $11.95. Motion by Vallance that the Township agree to cover Website fee. Seconded by K.A. Hart. Carried. CCRC Minutes read and filed. Library Minutes read and filed. Black Lake Assoc., concerning dues, with the township not allowed to pay dues. Letter filed. Retirement Agreement needing renewal. The Clerk read the agreement with signatures needed from Supervisor and Clerk as Administrators of the Policy. Motion by K.A. Hart to sign agreement. Seconded by Vallance. Carried. Humane Society Grant Contract was presented for approval of $1,000.00. Motion by K.M. Hart to sign agreement by the Supervisor. With the contract of $1,000 as per budget. Seconded by K.A. Hart. Carried. Leonard Page, County Commissioner Report: 1. Discussion of County Budget. 2. Amending Headlee Amendment with no increase in revenues for Townships. 3. Seal coating all county parking lots. 4. New Humane Society Truck @ $25,000.00. 5. Considering increase in fees in the building dept. by 10%. Average home at $666.64 with proposed increase at $849.50 because revenues down. Much discussion by the Board againsts voting for an increase. Need to cut the work force hours to save money. The County compared Cheboygan with other counties like Emmett and Otsego. The Board felt we should have been compared with Presque Isle and the City of St. Ignace. The Board would like Page to vote no on the increase. 6. Loss of $80,000 grant from the State for GED programs in the jail. 7. Marina upgrade needing an electrical update of $214,000, half from State and cash revenues. Discussion of Township Policies adopted in the prior years. Wooden would like a Policy Book kept. Some policies: recycling; hall rental, land splits, garbage pick-up and poverty exemptions. Clerk would like help on this issue. Discussion of Supervisor needing a new printer. Board of Review on Dec. 9, 2008. OATHS OF OFFICE were give with the same Board being elected. LAND SPLITS presented were James Sawyer and May Jo Ganton #152-035-300-001-00 and #152-034-200-008-00. Approval was given by Superintendant Wooden and Assessor Diane Gandolfi. Board approval was also given. Letter written and filed with Clerk. LAND SPLIT from Clarence Williams #151-020-400-003-00 was presented without Assessor approval. Members of the Board felt more time could be given before approval. This was presented on 11/8/08 and property owners shouldn't expect immediate action, with other townships reviewing before meeting with this giving us only 3 days. This split will be approved pending review by the Assessor. The Board will give the approval for split. Wooden has already given approval. Letter will be sent after Assessor approval and filed with Clerk. Motion by Hempenstall to pay bills presented #5906 to #5930 in the amount of $11,202.12. Seconded by Vallance. Carried.
