| Wooden was absent. In attendance was Treasurer Vallance and Trustee Hempenstall. Nine other people were in attendance including Commissioner Page. The Pledge of Allegiance was said. The Agenda was presented by the Clerk. Motion by Hempenstall to accept the Agenda. Seconded by Vallance. Clerk's Minutes were presented with a motion by Hempenstall to accept them. Seconded by Vallance. Treasurer's Report: IMMA $19,619.45. GF $32.76. CD $205,773.60 with Total Worth of $225,425.81. Motion by Hempenstall to accept the report. Seconded by K.M. Hart. Carried. Correspondence: Cheboygan County Road Commission Minutes - No response on Taylor Rd. Library Minutes - filed Humane Society - Thank you letter - filed. PIE & G Meeting February 26, 2008 NEMCOG - Non Motorized Trail Workshop and Input Session. Old Business: Discussion of Taylor Rd. and no reply on the amount. New Business: Diane Hahn, Assessor, resigned as Township Clerk of Tuscarora Township, but will remain the Assessor for Grant Township. Report that values are down this year. Last year was a reassessment year. This year should be a quieter year for the Board of Review. Discussion of the Census for 2010. Clerk would like to be paid to check addresses and have a worker also. Motion by K.M. Hart to pay any person working at $11.50 per hour plus mileage. Seconded by Vallance. Carried. No workers have been appointed. Liquor License Transfer. Applicant: Black Mountain Lodge, Inc. to Stockholders: Ross G. Bates and Paula M. Bates at 1723 Iroquois, Detroit, MI. Motion by Karen Hempenstall and supported by Rachel Vallance: that the request for Black Mountain Lodge, Inc. requesting to transfer ownership 2007 B-Hotel Resort Licenses Business, issued under MCL436.1531 (3), minimum seating 50, non-transferable, with entertainment permit, from Black Mountain, Inc. located at 10621 Twin Lakes, Cheboygan, MI 49721, Grant Township, Cheboygan County, request for a new dance permit. Considered for approval with 4 yeas, 0 nays and 1 absent. It is the consensus of this legislative body that the application be recommended for issuance. Discussion of Broadband Cherry Capitol Connection WI-FI throughout to bring all entities together for money purposes with $16,500 from Township, $16,500 from City and $125,000 from the County. Commissioner Leonard Page is on committee to bring high speed wireless internet to Cheboygan area. He's been attending meetings. Northern Broadband Inc. expects to have a business plan in 6 months. Towers every three miles to get service. Getting everyone involved with 12 counties and may attract new business with high speed internet. Cheboygan has the most people represented at the meeting with 12 counties. Other options in area are Northern Lights, Charter, Sunrise, etc. Tabled opinion of internet to go back to MTA meeting on Cherry Capitol Connection. Annual Meeting for Saturday, March 29, 2008 at 11:00 A.M. with a Budget Meeting of the Board on Saturday, March 22, 2008 at the home of Vallance at 1:00 P.M. Discussion of salaries and an increase of 3%. Clerk felt the per diem amount should remain the same. Motion by Hempenstall to present a resolution to establish township salaries with a 3% increase before the electors at the Annual Meeting. Attached resolution. Seconded by Vallance. Carried. 4 yeas, 0 nays, 1 absent. Public Comment: Commissioner Page discussed the meeting for tomorrow on a Dental Plan with 20% discount @ $79.00. At this time, only one dentist will honor this card in Cheboygan. National Association of Counties drug cards at County Building from Human Resources Office, Tim Gary. Lone Star Liquidation Trust gave 26 lots to Cheboygan County in Nunda Township. Aloha Township to put recycling on the ballot with 5 other townships on Aug. 5 ballot. Discussion of Planning Commission and pole barns in lake and river districts. Property attached to primary residents with ordinance revision on set-back of pole building. Hearings will be held. County Attorney will have to draft a hearing on zoning. Sign Ordinance to be revised and developed by zoning. Discussion of new emergency policy for paying employees on storm days when the County closes the building. County Commissioners to revise current policy at next meeting. James Gilbert, Attorney, is running in the August election for District Judge. Judge Johnson is retiring. Gilbert's experience as a CPA practice and 9 years as a lawyer. This court covers Presque Isle and Cheboygan. Sharon Churchill wants job descriptions for the website. Pay Bills: Bills presented. Motion by Hempenstall to pay bills #5698 to #5711 in the amount of $5,267.14. Seconded by K.M. Hart. Carried. Motion by Hempenstall to adjourn at 8:00 p.m. Seconded by K.A. Hart. Carried.
